Byron council approves sewer payment, appointments and WWDC trip; debates taps outside town limits

Mayor Allan Clark called the Byron Town Council to order April 14 and the council handled a slate of routine and substantive matters, including a motion to pay a resident's sewer repair bill and approvals for travel and appointments.
The most consequential action came when the council voted to cover the full cost of snaking a sewer line for a Bassett property after town staff and council members determined a failed tap and tree roots caused the blockage. Brandon Hessenthaler moved to approve the payment and Shae Abraham seconded; the motion passed.
Council members also pre-approved renewal of the Byron Bar liquor license contingent on state approval after a motion by Hessenthaler passed with Councilwoman Karma Sanders dissenting. The council appointed Richard Horton to the Planning and Zoning Committee to replace Kristen Olsen; the motion passed unanimously.
The council approved Rocky Mountain Elementary School's request to use Town Hall for a summer program (June 1—July 29) and approved Mayor Allan Clark's request to have town representatives travel to Cheyenne to speak before the Wyoming Water Development Commission about a feasibility-study grant to pipe the town ditches. Both motions passed on recorded voice votes.
Procurement and personnel items included approval of a local bidder to paint Jones Park bathrooms; councilman Mikey Brightly submitted the lowest estimate and abstained from the vote before the council approved his bid. The council also approved changes to hourly wages for Town Hall employees after an executive session.
On a recurring policy issue, property owner Mike Hernandez requested two taps for properties that council members said are outside Byron's limits. Councilwoman Karma Sanders argued that ordinance rules prevent granting new taps to properties not in town limits; Mayor Clark said some outside properties already receive town services and additional customers could benefit Byron. The council requested site plans and formal paperwork to return with an action-ready recommendation.
