Wishek council approves Highway 13 agreements, appoints new member and adds $1 mosquito fee

The Wishek City Council on Sept. 2 approved several administrative and project-related measures, appointed a new council member and added a $1.00 mosquito-spraying fee to utility bills beginning Oct. 1, 2025.
Mayor Brenda Dohn called the regular meeting to order at 5:03 p.m. The council approved the consent agenda, including minutes of the Aug. 4 meeting and a big-screen permit for the American Legion’s Sept. 27 event, on a motion by Councilperson Lipp, seconded by Councilperson Roth (roll-call vote 4-0).
During the city administrator’s report the council approved two project documents for the Highway 13/Beaver Avenue project: a Cost Participation and Maintenance Agreement (motion by Opsahl, second by Lipp, 4-0) and an Install and Maintain Agreement (motion by Roth, second by Eiseman, 4-0). The council also voted to apply for flexible (“flex”) funding and authorized a letter of support (motion by Lipp, second by Roth, 4-0) and approved Progressive Estimate #4 for the project (motion by Opsahl, second by Eiseman, 4-0).
Mayor Dohn announced two appointments. She appointed Greg Salwei to the council, and the council approved the appointment on a motion by Eiseman, seconded by Opsahl (4-0). She also appointed Jim Weber to the special-assessment board; the council approved that appointment on a motion by Opsahl, seconded by Lipp (4-0).
On public-safety and operations matters the council discussed police ordinances and hourly logs. Street superintendent Josh Kiefer reported that signage for city properties will be ordered. The council authorized the purchase of security cameras for city facilities up to $1,500 on a motion by Opsahl, seconded by Lipp (4-0).
Council members addressed staffing: the council recorded the resignation of an employee identified as Nikki on Aug. 30, 2025 and authorized advertising for a part-time maintenance position of 10–15 hours per week with wage dependent on experience; the job posting closes Sept. 22, 2025.
To fund mosquito spraying, the council approved adding $1.00 to each utility bill beginning Oct. 1, 2025 (motion by Eiseman, second by Opsahl; roll-call vote 4-0). Councilmember Roth left the meeting at 6:51 p.m.; the meeting adjourned at 6:59 p.m. on a motion by Opsahl.
