Director Merton briefed the council on the Wisconsin DOT's planned WIS 114 (Plank Road) reconstruction from roughly Manitowoc Street to Melissa Street and explained that Menasha must perform real-estate work for the connecting-highway portion; Terra Venture Advisors is assisting with nominal payment parcel reports that list temporary limited easements for the project. Council voted 8-0 to adjourn into closed session pursuant to Wisconsin Statutes §19.85(1)(e) and (g) to deliberate or negotiate the purchase of public property and to consult with legal counsel; the transcript records the motion and an 8-0 roll call but not any public action taken during or after closed session related to acquisition.
The council also accepted the resignation of Jim Meineke from the police commission and approved the mayor's appointment of Gary Daltrey to the police commission for a term from 06/02/2026 through 05/01/2028; both motions were approved by voice vote.
