Menasha approves intermunicipal steps, authorizes MSA to evaluate Nicolay Boulevard intersections

The Menasha Board of Public Works on June 1 authorized staff to pursue an intermunicipal agreement with the city of Neenah to conduct a Wisconsin Department of Transportation–style intersection control evaluation (ICE) for the Nicolay Boulevard project, covering the Washington Street and Inup Street intersections. The board also approved a professional services agreement with MSA Professional Services Inc. to perform the ICE, contingent on execution of the intermunicipal agreement.
Director James Merton told the board that last year Neenah and Menasha completed a feasibility study considering, among other options, a roundabout at several intersections. He said the ICE is a more formal analysis following Wisconsin DOT processes and is required because Washington and Commercial Street are on Highway 114. "ICE report is following a, Wisconsin DOT's process... which would be required due to, Washington and Commercial Street being on Highway 114," Merton said.
Merton gave a timeline if the work proceeds: design in 2027 and the earliest possible construction in 2028. He also noted Neenah had not yet completed its approval process; Neenah’s sign-off is required before the contingent MSA agreement is executed.
The board approved both the intermunicipal step and the MSA agreement on unanimous 8-0 votes. Alderman Schools moved the intermunicipal motion and Alderman Lewis seconded; the MSA agreement was moved by Alderman Schools and seconded by Alderman Grady.
Next steps outlined by staff include completing the intermunicipal agreement with Neenah and, once executed, finalizing the MSA scope and schedule for the ICE.
