Chuck Underhill asked the Danville Budget Committee to develop a formal Capital Improvement Plan to document long‑term replacement needs and funding strategies. "The town votes to put aside $10,000 to purchase a $600,000 fire truck with a 5 year replacement cycle. The math doesn’t add up," Underhill told the Committee.
Committee members acknowledged the gap. Joe Hester, a Board of Selectmen representative, said the BOS plans to bring departments in quarterly and suggested those sessions could be used to coordinate capital planning with the Budget Committee. Rob Collins, Chairperson, noted that Underhill's request "needs this to be properly documented" and urged coordination between the BOS and the Planning Board.
Members discussed that certain departmental replacement plans exist informally (for example, for computers and police vehicles) but are not documented as a townwide capital plan. The Committee agreed the June 9 meeting would be an appropriate follow‑up opportunity to begin formalizing capital budgeting and to coordinate with the all‑departments meeting scheduled for May 11.
No formal vote or adoption of a Capital Improvement Plan occurred at the April 29 meeting; committee members asked staff and committee stakeholders to bring documented proposals to upcoming meetings.
