Merrimac hires TID consultant and Plan Commission backs largest boundary around Colsac Lodge

The Village of Merrimac moved forward on plans for a Tax Incremental District (TID) intended to finance roadway and downtown improvements tied to the proposed Colsac Lodge. At its July 8 meeting, the Village Board voted unanimously to hire Becker Professional Services to prepare the TID project plan and boundary.
Katrina Becker of Becker Professional Services presented an overview of how a TID would capture tax growth within a defined boundary to pay for public improvements. Becker described a developer proposal to dedicate land for a new boulevard providing access to the Colsac Lodge and additional traffic capacity; the boulevard would create 49 public parking spaces and, if built, become a Village-owned public road. Trustee Margaret Budde moved to hire Becker Professional Services; Trustee Collin Bourgeois seconded the motion, which passed with all members voting aye.
The Board also appointed Trustee Stan Senger and Administrator Jennie Klecker as the Village’s representatives on a TID Joint Review Board, under a motion by President Andrew Gallus and seconded by Trustee Bourgeois.
On July 24 the Plan Commission, after reviewing three proposed boundaries and a draft project plan, selected the largest boundary option. The Commission said the chosen boundary would include the Colsac Lodge property, the ferry area, downtown business district, the Old Varsity Club property at the west edge of the village, and a 10-acre agricultural parcel currently for sale. Commissioners identified two priority projects for the draft TID budget: construction of the proposed Colsac Lodge boulevard and the School Street repair project. Chairperson Collin Bourgeois asked Becker to revise the draft project plan to reflect the Commission’s decisions and to prepare for the next steps.
The Plan Commission set a public hearing for Aug. 18, 2025, at 6:00 p.m. at Village Hall to allow residents to review the draft project plan and proposed boundary and to offer comments and questions. Administrator Jennie Klecker was listed in public notices as the contact for details and to view the project plan.
Next steps: Becker will update the draft project plan and the Village will convene a preliminary Joint Review Board meeting ahead of the Aug. 18 public hearing, at which residents may comment on the TID boundary and project list.
