Fairfield board reallocates $310,066 homestead credit, approves special‑education coop and routine business

The Fairfield Community Schools Board unanimously approved a resolution to reallocate $310,066.49 in supplemental homestead credits to the district's operations fund and completed a series of routine approvals, including a $10,000 donation for a gym projector and adoption of a wellness-policy update.

The reallocation stems from changes under Senate Enrolled Act 1. Chief Financial Officer Dr. Brandon said the district is asking that the homeowner credit be applied solely to the operations fund rather than split with the debt-service fund, explaining the transfer would move $310,066.49 from debt service into operations. He described the mechanics of the transfer and the statutory levy rules that affect debt-service cash targets, noting the change is effectively a one‑time allocation under current law.

"It's a lot — it gets a little confusing with the credits because they're not our credits," Dr. Brandon said in explaining the proposal, adding that the reallocation helps manage operations cash while the district monitors debt-service balances. He summarized the district's June financial snapshot as tracking close to expectations through the fiscal midpoint.

The board moved through several other action items by voice vote. The board accepted a $10,000 donation to Fairfield Community Schools to buy a gym‑floor projector for Fairfield Junior‑Senior High School; approved the second reading of NEOLA board policy 5136; authorized removal of inventoried, obsolete Spanish and science textbooks (with staff to retain materials until new texts arrive and to contact vendors about resale); and approved cooperative purchasing bids for the 2026–27 school year.

On student services, the board approved the 2026–27 special‑education cooperative agreement (ECFCC joint agreement), which continues a multi‑district arrangement for special‑education services. Dr. Cannon noted there are no major program changes, but the agreement clarifies assignments for deaf and hard‑of‑hearing services and refines cost-sharing after district realignments.

Board members also shared community notes: construction around district facilities delayed the annual fair this year, staff praised contractors' cleanup after heavy rain, and trustees highlighted recent student and alumni achievements, including a regional color‑guard camp and a local golfer's tournament win.
