Sanbornton CIP Committee weighs funding for impact-fee study, approves May 4 minutes

On May 18, 2026, the Sanbornton Capital Improvements Program Committee met at Old Town Hall and approved minutes from its May 4 meeting before turning to plans for gathering data and funding a study of municipal impact fees.
Selectman Mark Brown said the Selectmen will review the current fiscal budget this week to determine whether funding is available to purchase the Plan-It software. Chair Andy Sanborn told the committee that, in addition to software, the town will likely need to pay a consultant to propose specific impact fees. "Money will also be needed for a consultant to propose the impact fees," Sanborn said.
Committee members and staff discussed which body should lead the ordinance work. Brown said the Planning Board should weigh in on impact fees; Audry Barriault noted that both the Planning Board and the CIP Committee can work on impact-fee development but that only the Planning Board has the authority to propose ordinance changes. Members flagged additional data needs for the analysis. Selectman Brown reported that Fire Chief Paul Dexter has provided call-count data since 2020 and said he will request those counts broken down by year. Chair Sanborn has contacted Highway Department Director Johnny Van Tassel for road-related data and has reached out to the Recreation Department for input. The committee also noted it will need to distinguish routine capital maintenance from capital needs driven by growth when deciding which items to fund through impact fees.
Procedurally, Chair Andy Sanborn moved to approve the minutes of May 4, 2026; Selectman Mark Brown seconded the motion, which passed unanimously. The meeting adjourned at 6:56 p.m.; the committee has not yet scheduled its next meeting.
