Resident reports water intrusion; CDD and HOA roles debated

Lynde Sorensen, an Oak Run resident, told the River Ridge Community Development District board on Oct. 22 that moisture and mold under her home's slab at 27123 Sound Way had caused buckled bedroom flooring and very high moisture readings. Inspections ruled out plumbing and HVAC leaks and a foundation specialist recommended sealing, installing perimeter drain tiles and extending downspouts 5 to 10 feet, Sorensen said.
Operations Manager Shane Willis asked whether the source of the water had been determined; Sorensen said no definitive source was found and suggested excessive ground moisture after heavy rainfall and ponding behind her unit. District Engineer Charlie Krebs said a golf-course drainage map shows no drainage in the area and that drainage had not been installed because the parcel was originally an indigenous preserve and later rezoned to Club land, placing it outside the water-management system.
Chair Bob Schultz told Sorensen that addressing ponding water might fall to the CDD in some respects but that installing drain tiles is likely an HOA responsibility. Sorensen said she hoped the CDD and the HOA could coordinate a solution; board members encouraged communication among the CDD, the HOA and the golf course to find an "innovative" approach.
The board did not adopt any formal directive at the meeting; staff and homeowners were asked to continue communication and to provide additional information so the entities can determine responsibility and a repair path.
