River Ridge CDD approves temporary 'zombie box' for lake aerator after split vote

The River Ridge Community Development District on Nov. 19 approved a temporary electrical "zombie box" to support the aeration system in Lake E1‑C, rejecting an immediate relocation proposal by a 3‑2 vote.
Operations Manager Shane Willis presented Premier Lakes’ one‑time work order and a revised Bentley Electric proposal that would add about 125 feet of electrical work; the relocation proposal was recorded at $10,755. Board members discussed moving the aeration farther from homes and whether to delay the expense until Fiscal Year 2026 budget deliberations.
On a motion by Chair Bob Schultz, seconded by Supervisor Robert Twombly, the board approved installing a zombie box at the existing location for $3,098. Supervisors Schultz, Twombly and Keith Merrill voted in favor; Supervisors Terry Mountford and Kurt Blumenthal dissented. The board noted the relocation option and vendor estimates would be revisited during proposed FY2026 budget discussions.
