Hebron council votes to place replacement police levy on Nov. ballot, adopts zoning and staffing ordinances

Council President Randy Wolf presided over a unanimous series of votes July 10 that will place a replacement police levy on the Nov. 5, 2024 ballot and enact several ordinances affecting zoning and village staffing.
The most consequential vote approved Resolution 24‑09, which authorizes placing a levy on the November ballot to replace the village’s existing police levy. Jerry Carpenter moved to adopt the resolution and Annelle Porter seconded; a roll‑call vote showed all councilmembers present voting in favor.
Council also adopted Ordinance 16‑24, an amendment to Chapter 905 of the Village of Hebron planning and zoning code (moved by Mrs. Porter and seconded by Mr. Carpenter), and Ordinance 25‑24, a rezoning ordinance affecting parcels at 820 W. Main Street and 104 N. 9th Street (readings suspended and adopted after a motion by Mr. Carpenter and a second by Mrs. Chapman). Both measures passed unanimously.
On staffing, Council approved Ordinance 23‑24 to create two part‑time Utility Billing Coordinator positions and declared the measure an emergency so it could take effect immediately. The motion to suspend the readings and adopt carried unanimously; Administrator Jung‑Han Chen clarified the existing full‑time utility billing position will not be abolished and will remain available if needed.
A first reading was held for Ordinance 24‑24, a proposed rezoning for parcels known as Canal Road; no final action was taken on that item. In other business, Council granted permission to place two promotional signs on village property for a Wings of Flight event at the Newark‑Heath airport on Aug. 24.
All actions recorded in minutes for motions and adoptions showed unanimous votes from councilmembers present unless otherwise noted. The council adjourned at 7:44 p.m.; future meetings and events were published on the village calendar.
