Planning staff backs veterinary clinic site plan after residents raise traffic and private-road concerns

Planning staff recommended the Pleasant View Plan Commission approve a site plan and conditional-use permit for a veterinary hospital on Fox Meadow Drive after reviewing setbacks, parking and buffering.
"This is an application for a site plan and conditional use permit," planning staff said, noting the proposal shows 69 parking stalls including two ADA spaces, complies with the 35-foot building-height limit and includes substantial landscaping intended to buffer the adjoining residential area.
Dan Harris, the applicant’s representative, described the intended clinic operations and said the tenant will not offer routine overnight boarding, adding, "We will not," when asked whether the facility would house animals overnight except for short post-surgical observation.
Residents at the public hearing voiced safety and access concerns. Vicky Kerr said she was born and raised in Pleasant View and urged the commission to protect older residents near the site: "Fox Meadow Drive is a private road; we are worried patrons will use our street. We need measures such as speed bumps or a turn lane to keep seniors safe," she said.
Another nearby resident, Paul Pitcher, asked whether a fence or other separation would be required and said he welcomed cleanup of the vacant lot even though the development will increase traffic.
Staff and the applicant told commissioners that the city engineer and the fire marshal had reviewed fire-safety items, and that lighting plans would be submitted with building-permit applications. Staff also reported the developer had an access agreement with the homeowners association allowing use of Fox Meadow Drive for commercial access and that legal staff is reviewing plat language that clarified whether portions of the road and plat are private or public.
The commission closed the public hearing and moved the item to deliberation; staff recommended approval with standard conditions and correction of minor plan comments before final permits are issued.
Next steps: the commission will consider the necessary motion and any conditions addressing access, drainage and final landscape/lighting plans in their deliberations before issuing a final approval or forwarding requirements to the DRC and building-permit process.
