Salisbury trustees unseal three archived nonpublic minutes, keep one sealed

The Salisbury Free Library Board of Trustees voted June 2 to unseal three archived nonpublic meeting minutes dating to 2006–2008 while retaining one set of minutes as sealed.

Chair Leonida Rasenas presided as the board entered a nonpublic session at 7:32 p.m. ‘‘It was agreed that the minutes and subject matter should not have been sealed, due to the fact that it discussed raises for staff that should have become public knowledge,’’ Leonida read and the board discussed before voting on their disposition. The board recorded affirmative roll-call votes to enter the nonpublic session.

During the nonpublic review, Leonida opened and read aloud the sealed minutes from October 3, 2006; December 11, 2007; and April 24, 2008. After discussion the trustees determined those records addressed staff pay raises and should be added to the public minutes. Christine Dixon moved to unseal the three sets of minutes; Nan O’Neill seconded and the motion carried (record: All approved). The minutes from February 13, 2007 were judged to involve personnel-discipline matters concerning a local resident and remained sealed; they were placed in a new envelope bearing both the original date and the date reviewed and returned to the safe.

The board returned to public session at 7:41 p.m. and the unsealed archived minutes were attached to the public session minutes of June 2, 2026. The meeting adjourned at 7:44 p.m.

The action changes the public record for the library by adding three previously sealed historical minutes to the public file; the board’s minutes note the rationale for unsealing (pay raises) and the continuing confidentiality of the discipline-related minutes.
