Hillsborough commission sets easement monitoring dates, questions Gateway Overlay parcel; approves minutes

The Hillsborough Conservation Commission at its Sept. 24 meeting assigned easement-monitoring tasks, reviewed several planning and DES filings and approved procedural minutes.
James McDonough said he will check the Olivia Smith easement when he is available. The commission set monitoring for the PSNH (Eversource) easement for Oct. 20 and the Black Pond Brook easement for Nov. 3; the Philbrick easement date remains to be determined. These dates were noted for confirmation at the commission’s next meeting.
Richard Head reported on a presentation about the Gateway Overlay Ordinance and shared the presenter’s PowerPoint with the commission. He said commissioners questioned whether the parcel between Route 202 and the Contoocook River should be included in the overlay.
Under correspondence, the commission reviewed a Planning Department request for comment on a change-of-use application at 457 West Main St. (from commercial storage to indoor recreation). Commissioners reached consensus that there were no conservation issues to comment on and Chair Head said he would submit the commission’s comment sheet to the Planning Department.
The commission also noted multiple NH Department of Environmental Services items: a standard dredge-and-fill wetlands permit application for 20 McClintock Road was received but administratively incomplete; an alleged violation reported on Sleeper Road appears to have an incorrect address/lot number but lists the correct party; and a forestry statutory permit-by-notification for Fox Forest on Center Road.
On procedure, Jim Riddle moved to approve the Sept. 10 minutes; Roger Shamel seconded. The motion passed 6-0-1 with Chair Richard Head recorded as abstaining. Near the meeting’s close James McDonough moved to adjourn; Roger Shamel seconded and the motion passed 7-0 at 8:30 p.m.
The minutes were signed by Recording Secretary John P. Segedy and noted as approved Oct. 8, 2024.
