Hillsborough flags $23,000 monitoring‑equipment estimate, hydrant relocation and easement outreach ahead of 2025 budget

Water Operator Cody Boisvert told commissioners on Sept. 24 he has an estimate from Hach to replace aging monitoring equipment at the water plant of about $23,000 (not accounting for the town’s discount), and that the two CL17 pumps should be replaced together at an estimated cost of about $12,000. Commissioners asked Boisvert to obtain firm quotes and said these components should be considered during 2025 budget preparation.
Boisvert also had not yet researched a new line locator; commissioners asked him to present options and prices for the upcoming budget season.
On easements, Commissioner Peter Mellen reported visiting property owners at 23 Holman Street and 34 Whittemore Street about required easements for the Whittemore and Park Street reconstruction; both owners indicated willingness to sign but had not yet visited the Commission office as of the meeting date. Separately, owners of 9 Park Place requested relocating the water‑yard hydrant to avoid yard flooding during maintenance flushing; the Commission agreed and asked Mellen to request plan revisions from Underwood Engineers and transmit the updated plans to the property owner.
No expenditures were approved at the Sept. 24 meeting; commissioners asked staff to return with firm quotes for inclusion in the 2025 budget.
