Resident asks Hillsborough commission to waive second sewer unit fee for in‑law apartment

Greg Gillett, owner of 44 Boulder Road, asked the Town of Hillsborough Water & Sewer Commission on Nov. 14 to waive a second sewer unit charge assessed for an in‑law apartment on his property, saying the fee has become a financial burden. The commission’s members — Peter Mellen, Dave Lewis and Dana Clow — and Water and Sewer Administrator Penny Griffin heard Gillett describe that two people live in the main house while his mother lives in the in‑law unit.
The commissioners said they understood Mr. Gillett’s concerns but explained the commission does not currently have a mechanism to grant financial‑hardship waivers for sewer unit charges. The panel agreed to research the issue and consult with legal counsel to determine whether a hardship waiver or other relief could be implemented and whether such an option would be feasible and fair to the system as a whole.
No formal motion or vote was taken on a waiver at the meeting. Gillett left the meeting at 6:35 p.m. The commission recorded the request and listed it as an item for further review; staff were not directed to produce a recommendation at this meeting.
The commission’s next meetings were rescheduled to Dec. 5 and Dec. 17; commissioners asked Administrator Penny Griffin to schedule staff to attend a Nov. 26 meeting to continue regular business. The commission did not resolve the waiver request on Nov. 14 and did not set a deadline for reporting back.
