Hillsborough approves 118 West Main change of use and several billing adjustments

At its Sept. 24 meeting the Hillsborough Water & Sewer Commission approved a water Change of Use application for 118 West Main and approved the sewer application conditional upon payment of the calculated sewer development charge (SDC) of $6,847.89. Commissioners used Table 1008‑1 of the New Hampshire Env‑Wq 1000 rules to classify the sewer use as “Dwellings – Apartment – 2 or More Bedrooms – 150GPD per Bedroom,” calculated the projected flow for the two new apartments at 1,200 GPD and subtracted the property’s existing approved flow (179.45 GPD) to determine the net increase of 1,020.55 GPD.
Commissioner Peter Mellen moved to approve the water application and condition the sewer approval on SDC payment; Commissioner Dave Lewis seconded and all voted in favor.
The Commission also approved a request from the owner of 226 West Main Street to remove one sewer unit for a closed tearoom, reducing billed sewer units from two to one beginning with the November 2024 bill; Commissioner Dana Clow moved, Dave Lewis seconded and the motion passed unanimously. Staff were instructed to notify the property owner that future changes require formal Change of Use applications and fees.
Separately, the Commission approved an abatement for 17 Bradford Circle for $63.87 following a prior meeting determination that the account should have been billed the stand‑by rate.
