The Hillsborough Water & Sewer Commission on Sept. 24 discussed next steps for compliance with USEPA Lead and Copper Rule improvements and revisions. Water Operator Cody Boisvert and Administrator Penny Griffin said they are working with Hazen and Sawyer (selected and retained by NHDES) to build a complete inventory of the town’s water system and service‑line materials.
Commission staff reported that every service line currently labeled “unknown” will need to be excavated at the water shutoff to verify the pipe material on both the municipal and customer sides. Until that fieldwork is done, the Commission said it cannot state a total number of sites needing verification. The state has indicated State Revolving Fund loan programs will be available to assist with verifications or replacements, the Commission said.
Staff also said USEPA‑provided wording must be used for notification letters to customers with unknown materials or service lines with records indicating they were once galvanized; those letters are due by Nov. 15, 2024. Commissioners warned that the mailings are likely to prompt a surge of customer calls and directed staff to prepare for additional inquiries. As of the Sept. 24 meeting, the LCRR rule language was not finalized.
