At a public hearing on Sept. 4 the Hillsborough Planning Board unanimously approved a Home Business/Exemption from Site Plan Review for a small family daycare at 27 Dascomb Street.
Applicant Kaitlyn Lucas said she intends to operate the daycare for up to six children (with state licensing limits noted and room for up to two older before/after‑school children). She told the board she would change the business name on her application to "Into the Woods." Planning Director Robyn Payson confirmed the application was complete and that the applicant would need to seek a Special Exception from the Zoning Board of Adjustment as a condition of approval.
During the hearing an attendee raised a separate property dispute that the chair ruled not relevant to the application. The board then reviewed and recorded Findings of Fact, including that the property is in the Village Residential Zone and that the application conforms with Section 185‑5.1, A, 1 and 2, of the Site Plan Regulations (exemption criteria for modest changes of use). Steve Livingston moved to approve the application; Nancy Egner seconded and the motion carried unanimously.
The Conditions of Approval note the requirement to obtain the Special Exception from the ZBA prior to operation; the board also found no waivers were requested and that municipal services would not be overburdened under the stated use.
The board adjourned after distributing updated Subdivision Regulations and the Avanru Phase II application.
