At its July 24 meeting the Hillsborough Board of Selectmen approved routine but substantial administrative items: they authorized the Selectmen to sign payroll payroll check numbers 19478–19525 (Vouchers #29 & #30) in the amount of $250,770.59 and Accounts Payable checks numbers 032052–032190 (Vouchers #27 & #28) in the amount of $2,065,436.68; the A/P batch includes a payment to HDSD of $1,068,320.59 and deposits to the town CRFs as voted at Town Meeting.
Chairman Bailey moved and the board passed the manifests authorization.
On personnel, the board voted to hire Jacob Learn as a full‑time equipment operator in the Highway Department; the motion was made by Chairman Bailey and seconded by Selectman Pelletier and passed.
The board addressed political signage at the Transfer Station. Town Administrator Laura Buono noted there is no existing permission to place political signs; Selectman Pelletier moved and the board approved allowing political signs for 30 days prior to an election and required removal the day after the election. The board directed that a sign reflecting this policy be created and mounted on the fence.
Separately, Buono reported coolant is leaking in the Fuller Library heating/cooling system; units are functioning but performance is reduced. Mark Colcombe offered to perform a performance test; for now staff will refill coolant and monitor the system.
The board also discussed state property maintenance concerns and park & ride barriers; staff will pursue contacts with the State and discuss a memorandum of understanding with the police chief about local responsibilities if the State seeks town commitments.
