Salisbury ZBA Grants Variance Allowing House Within Front-Yard Setback at 71 Old Turnpike Road

The Salisbury Zoning Board of Adjustment granted a variance June 11 allowing construction of a new residence connected to an existing garage within the front-yard setback at 71 Old Turnpike Road (Tax Map 257, Lot 12).

Chair John Bentley opened the public hearing at 7:07 p.m. on an application from Lorna G. Carlisle to build the house closer than the ordinance permits. After reviewing the site plan and design, board members determined the proposed building would be less than 16 feet from the front-yard setback. "Yes, and I was already speaking with someone to do so," applicant Lorna G. Carlisle said when asked whether the existing mobile home would be demolished once the new house is built.

The board reviewed the five statutory criteria for a variance under Article V, Section E of the Town zoning ordinance and raised no objections. Zoning Board member Jocelyn Henry moved to approve the variance; Gary Williams seconded the motion and the board granted the variance. The minutes record that the variance "was granted," but they do not include a roll-call tally or recorded yes/no votes.

Chair Bentley noted that abutter Jeff Nangle is in support of the project but did not attend the meeting in person. During other business, recording secretary Samantha Wasil told the board there is a subdivision application pending before the Planning Board for the corner of Center Road and Route 4; no further details were provided in the minutes.
