Salisbury Planning Board schedules site visit for proposed build on Class VI Plains Road

Ken Egounis, member of the Salisbury Planning Board, opened the June 1 meeting at 6:35 p.m. and moved to appoint Alternate Joe Schmidl as a voting member; David Kelly seconded the motion and it passed unopposed.
At the meeting the board considered an Agreement & Notice of Limits of Municipal Responsibility & Liability for Tax Map 220, Lot 3, where owners George Taylor and Brian and Heather Allen have proposed building along Class VI Plains Road. Board members questioned who would maintain the unclassified road if a new house were built. Timothy Wunderlich said he plows to his property and that an abutter, David Merwin, plows to his house; the minutes record that Lot 3’s owners would do the same and that Wunderlich performs most improvements or repairs.
Ken Egounis said he wanted a site visit so the two absent members could provide informed input. Egounis moved to hold a site visit on June 3 at 5:30 p.m.; David Kelly seconded and the motion passed unopposed. The board also approved the draft minutes from May 18, 2026 by voice vote earlier in the meeting.
The site visit will allow members to inspect access and road conditions before the board takes any formal land-use action. The board did not resolve the question of whether the town holds a liability-limiting agreement or easement for that stretch of road; the minutes record only the maintenance arrangements described by nearby property owners.
