Hillsborough commission waives sewer development charge for West Main café and allows 90 days to replace grease trap

Applicants Christine Carr and Dan Guillou asked the Water & Sewer Commission to review a System Development Charge (SDC) applied to a Change-of-Use sewer application for a café at 17 West Main Street. The original application approved Jan. 22, 2024 listed retail and a recreation (art studio) use; the applicants said they omitted the café from that filing because the kitchen renovations were not complete. The Commission acknowledged that the implementation and possible future SDC liability had not been communicated to the applicant at the time of the January approval.
Commissioner Dana Clow moved to waive the System Development Charge for the café application on the grounds that the SDC was not communicated to the applicant when the January 2024 application was approved. Commissioner Dave Lewis seconded the motion; all present voted in favor. The Commission did not state a dollar amount for the waived SDC on the record.
Separately, Wastewater Operator Paul Dutton inspected the grease trap installed during the kitchen renovation and found it noncompliant with Commission regulations because it is not an automatic grease trap as required. The applicants said a certified plumber had installed the device and that the unit had been 'gutted' during renovation. The applicants requested 90 days to implement the required automatic grease trap; the Commissioners agreed and asked to be notified when the work is completed.
At the close of the meeting the Commission reviewed and authorized administrative items including 2024 AP Voucher #20 (water $8,609.63; sewer $13,834.33), timecards, the Oct. 10, 2024 meeting minutes and capital-reserve reimbursement request letters to the Trustees of Trust Funds. Commissioner Dave Lewis moved to adjourn; Commissioner Dana Clow seconded and the meeting adjourned at 8:30 p.m.
