Hillsborough commissioners prioritize service-line mapping, equipment upgrades for 2025 budgets

The Town of Hillsborough Water & Sewer Commission on Nov. 26 identified the service-line identification project as a major element of the 2025 water budget, with staff and commissioners describing it as likely to require substantial time and funding.
Cody Boisvert, the town’s water operator, said he is continuing to solicit proposals to complete the service-line identification work. Commissioners flagged other water needs for 2025: replacement of pumps that serve the homes closest to the water treatment facility, purchase of a new line tracer and replacement or upgrade of the CL17 chlorine analyzer instrumentation at the water treatment facility.
Commissioners also outlined sewer-related budget items: buying a more stable lawn mower for steep banks, following NHDES recommendations to re-loam and seed lagoon banks to prevent erosion, exploring possible solar power for the Bear Hill Road pump station and clearing trees from easements. Paul Dutton said all easements have become overgrown and asked staff to pursue proposals; commissioners asked Alex Mellen to contact the current easement contractor, Mike Barrett, for a clearing proposal.
The commission did not adopt a final budget at the meeting; it prioritized projects and directed staff to gather proposals and cost estimates to inform the 2025 budget process.
