Hillsborough commission approves water application and conditions sewer approval for 17 West Main; $150 abatement granted for 18 West Main

On Sept. 10 the Town of Hillsborough Water & Sewer Commission approved a water change-of-use application and conditionally approved a sewer change-of-use for a coffee shop operating at 17 West Main. The commission classified the proposed sewer use as "Food Service café or table paper service + toilet & kitchen waste" under Table 1008-1 of the New Hampshire administrative rules and calculated projected flow at 1,000 GPD (49 seats x 20 GPD plus one employee x 20 GPD). Subtracting the space’s current approved usage (125.5 GPD), commissioners calculated a net increase of 874.5 GPD and an SDC of $5,867.90.
Commissioner Peter Mellen moved to approve the water application as submitted and to approve the sewer application conditional on payment of the SDC and inspection of the grease trap; Commissioner Dave Lewis seconded and the motion passed unanimously.
Separately, the commission addressed an abatement request for 18 West Main Street tied to a prior sewer change-of-use approval that reduced billed sewer units from four to three. Commissioner Dave Lewis moved to approve the abatement in the amount of $150; Commissioner Peter Mellen seconded and the motion passed.
Both actions were recorded as motions and approved by unanimous vote.
