The Town of Hillsborough Water & Sewer Commission on Sept. 10 discussed a remediation plan for a subpar contact tank refurbishment at the wastewater treatment facility. Administrator Penny Griffin reported the vendor agreed to perform the corrective work at no cost to the commission.
The minutes state the commission will send a letter of understanding to the vendor documenting the vendor’s recommended repairs and confirming the work will be completed within 18 months. The minutes also record detailed contractor specifications for below- and above-high-water coatings (TNEMEC 22 series below high-water; TNEMEC 156 Enviro-crete above high-water), steps for surface preparation and abrasive blasting, use of flexible caulking at bracket connections, inspector presence during surface prep and final coating, and post-cure solvent rub testing to confirm proper epoxy cure before returning the tank to service.
Commissioners said an inspector must be present to sign off on surface preparation and final coating work, review touchups with the tank owner before cure time begins, and return after the cure period for solvent rub testing.
