The council also approved fiscal items by roll call. Resolution #2026-12 to enact FY2026 budget amendments was moved by Sprague and seconded by Dawn Talaski and passed 6-0. Resolution #2026-13, moved by Sprague and seconded by John Tait, authorized payment of invoices paid through Feb. 5, 2026 totaling $437,914.55; the roll call vote was 6-0.
The public hearing on the ordinance produced no public testimony. The council approved minutes, filed written reports, and continued other regular business. The meeting record indicates no amendments to Ordinance #2026-1 at the Feb. 16 session; the ordinance codification item proceeded from hearing to adoption in the same meeting.
