Thomasville staff to draft receivership policy to tackle abandoned properties

City Manager Michael Brandt outlined receivership programs other municipalities use to address abandoned properties, explaining these programs let a court-appointed receiver rehabilitate properties without pursuing traditional foreclosure. Brandt said the process can allow private entities or nonprofits to take responsibility for remediation and that Greensboro and High Point use versions that involve court approval of receivers.
Committee Member Payton Williams expressed strong support for pursuing a receivership program as a way to pressure absentee or noncompliant owners to rehabilitate properties or relinquish them to a receiver. Brandt said staff would continue developing the city’s foreclosure policy and draft receivership procedures and return to Council with recommendations.
