Committee refines Beautification by-laws, approves fountain landscaping change and seeks boilerplate bylaws for boards

The Personnel/Finance Committee reviewed draft by-laws for the Beautification Committee and discussed whether to designate it as a committee or a commission. City Manager Michael Brandt and Committee Member Scott Styers explained that commissions generally rely on state enabling statutes and hold decision-making power, while committees are advisory and appointed locally. The committee recommended keeping the entity designated as a committee while ensuring the by-laws follow commission statutes where applicable.
Members suggested clarifications including: involving the Personnel/Finance Committee in member selection recommendations with full Council approval; stating meeting dates and times in the by-laws so the Council must approve changes; removing or rewording provisions that could consolidate officer authority; ensuring duties are distributed among chair, co-chair and secretary; and including a conflict-of-interest statement on the initial application instead of requiring annual reading.
Committee Chair D. Hunter Thrift presented a Beautification Committee proposal to replace landscaping around the downtown fountain with Rose Creek Abelia for improved sight lines. Council agreed the City would pay for required brickwork repairs adjacent to the fountain rather than use Beautification Committee funds.
Separately, Council Member Neal Grimes said the ABC Board reads a conflict-of-interest statement at each meeting; Council directed staff to prepare a boilerplate set of by-laws adaptable across city boards and commissions. The Personnel/Finance Committee will review Golf Advisory Board and Historic Preservation Commission by-laws in March.
