The Salisbury Planning Board recommended that the Selectboard approve an Agreement & Notice of Limits of Municipal Responsibility & Liability for Tax Map 220, Lot 3 following a site visit on Plains Road on June 3, 2026.
Board members walked the parcel between 100 Plains Road and the proposed Lot 3 building area and discussed site-specific issues, including the proximity of the flood zone and adjacent government-owned land and the location of utilities. Member Ken Egounis said he saw no issue with the plan as presented. Planning Board member Linda Wunderlich reported that an abutting property owner agreed to grant an easement to run underground utility wiring from the last utility pole on their driveway.
Board members also raised a separate procedural question about road classification. Member Ken Egounis asked how a conversion from a Class VI road to Class V would occur and who would pay for upgrades. Alternate Joe Schmidl responded that reclassification is handled by a Town Meeting warrant article and that the wording of the article can specify who must pay for upgrades; absent such language, the Town would likely be responsible. Schmidl added that the Town cannot spend funds on Class VI roads without appropriate reclassification or authorization.
Vice Chair Dobroslav Slavenskoj moved to recommend approval of the Agreement & Notice of Limits of Municipal Responsibility & Liability for Tax Map 220, Lot 3 to the Selectboard. David Kelly seconded the motion; the motion passed unopposed.
The board noted a tentative next meeting for Monday, June 15, 2026, at 6:30 p.m. The board adjourned at 6:01 p.m.
