Town considers Big Rock grant options and NCDOT approval for potential pier; paid-parking signage installed

Town Manager John O'Daniel asked the council for direction on the town's Big Rock Foundation grant application, offering options that range from work at a bridge abutment to installing a kayak launch, a pier and golf cart parking at Shore/Center Drive. Councilmember Harry Archer asked staff to reach out to the North Carolina Department of Transportation to determine whether NCDOT would permit construction of a pier at the bridge abutment and whether the town would be permitted to build what the town would consider a permanent structure.
O'Daniel reminded council that any permanent structure would require working with NCDOT and that staff will pursue clarification. Staff also reported that the "What Does Paid Parking Pay For" signage has been installed around town, and Mayor Danny Navey announced that the County Beach Commission will consider a proposed Beach Management Plan at a May 19 meeting in Emerald Isle.
Council took no formal action on the grant application during the work session; staff were directed to contact NCDOT and return with guidance on what the grant could fund given permitting constraints.
