Atlantic Beach council approves July 3 Davis Blvd block party with conditions and alcohol exemption

The Town Council approved a special-event application from David Duke to hold a block party on Davis Boulevard at 214 Davis Blvd on July 3, 2025, with an estimated 250 guests, a small stage and a country band. Mayor Pro Tem Austin Waters moved to approve the event subject to conditions; Councilmember Renea Baker seconded. The motion passed 5-0 and Mayor Danny Navey granted the exception to Chapter 12 that otherwise prohibits consumption and possession of malt beverages and unfortified wine on town-owned property.
Staff told the applicant that the Town's noise ordinance prohibits amplified sound after 10:00 p.m. on weeknights, and since the event is on a Thursday the applicant must end amplified music by 10:00 p.m. The council also required proof of insurance naming the Town as an insured party, written approval from the three adjacent property owners and roughly 22 mobile-home tenants whose access would be affected, a site plan showing the blocked area and location of stage and equipment, a parking plan that does not rely on blocking streets or neighboring private property without permission, and a plan to quickly open the street to vehicle access in the event of an emergency.
Mr. Duke was present and told the council the event has run safely in prior years and that he would provide the requested documents. Staff noted emergency personnel could access the area from Raleigh Avenue or Charlotte Avenue on foot but required a plan to allow vehicle access if needed.
