Town Manager John O'Daniel presented the advertised proposed FY2025-26 budget and noted the recommended property tax rate of $0.1525 per $100 of assessed value. The council opened a public hearing at 6:15 p.m.; there were no public comments and the hearing closed at 6:16 p.m.
Councilmember Joseph Starling moved to adopt Ordinance 25-05-01, An Ordinance Making Appropriations for the FY2025-26 Annual Budget; Councilmember Renea Baker seconded. The motion passed unanimously, 5-0.
Councilmembers praised staff for preparing the budget. Councilmember Harry Archer called it "a great budget," and Councilmember Renea Baker said the council put a lot of thought into needs over the next five years. Mayor Pro Tem Austin Waters said staff and council had reviewed the budget line by line, and Mayor Danny Navey expressed pride in the staff's professional work.
The proposed budget includes funding for competitive employee salaries and benefits, new project funds, and fee changes for EMS services and utilities; staff indicated water-rate options will be analyzed as part of upcoming work on the water treatment project. No ordinance text or total dollar appropriation was read into the record at the meeting beyond the tax rate referenced above.
