Town Manager John O'Daniel updated council on plans for the Bridge Abutment Phase II project and the town’s proposed Big Rock Grant application. Staff and two council members recently met with North Carolina Department of Transportation (NCDOT) and Duke Energy to review constraints and permitting.
NCDOT emphasized the need to preserve access for bridge maintenance and requested a 30‑foot setback from the bridge. Duke Energy expressed concern for its infrastructure and asked for a 50‑foot setback from the main power lines. O'Daniel said staff discussed 100‑foot and 200‑foot pier length options and plans to pursue the 200‑foot option to retain flexibility in case the pier must be shortened later for budget or permitting reasons. Design and engineering were estimated at about $37,000; construction costs remain unknown.
Council agreed to schedule a meeting with Big Rock Grant representatives to decide whether to request funding for design only or for the full project. Staff will seek a formal engineering quote and contact the Coastal Area Management Act (CAMA) for permitting guidance and allowable pier lengths before the grant application is finalized.
