Atlantic Beach adopts updated Pamlico Sound Regional Hazard Mitigation Plan to preserve FEMA funding eligibility

The Atlantic Beach Town Council unanimously adopted Resolution 25-04-02 on April 21 to approve the updated Pamlico Sound Regional Hazard Mitigation Plan, a regional update required every five years to remain eligible for FEMA mitigation funding.
Elisabeth Webster, the town’s Planning Director, explained the plan update was a comprehensive review of the 2020 plan and that North Carolina Emergency Management engaged consultants to ensure the update meets FEMA Local Planning Policy Guidance (FP 206-21-0002) and 44 C.F.R. § 201.6. She said the update included four planning committee meetings and two public meetings during the process.
Mayor Pro Tem Austin Waters moved to approve the resolution; Councilmember Harry Archer seconded the motion and the vote was 4-0 in favor.
Council members did not request additional amendments during the meeting. Adoption of the updated plan preserves the town’s eligibility for FEMA pre- and post-disaster grant programs contingent on continued compliance with federal guidance and any required follow-up documentation.
