Later in the meeting, staff said Thomas Simpson Construction discovered an inadequate subbase on Swindell Lane and proposed a change order to undercut and replace the subbase with a six-inch ABC layer and apply two inches of asphalt. Councilmember Harry Archer moved to approve that change order; Mayor Pro Tem Waters seconded, and the motion passed unanimously, 5-0.
