Unionville holds public hearing on rezoning of 2919 Concord Highway

The Town Council of Unionville on May 18 held a public hearing on Rezoning Request ZC-26-01, a proposal to rezone a 6.46-acre parcel at 2919 Concord Highway (Parcel 09174102) from RA-40 to B-2. Clerk/Tax Collector/Land Use Administrator Melody Braswell presented the request and recommended approval, and she said the Planning Board issued a written recommendation of approval at its May 4 meeting.
Braswell told the Council the applicant is MHC of Locust and that the parcel borders the Martin Ridge Subdivision, a 16-lot single-family development the applicant is developing nearby, as well as an existing B-2–zoned lot. She said the parcel is identified in the Town's adopted Unionville Comprehensive Plan (2022) as part of a designated future commercial area intended to concentrate new commercial growth and avoid strip-commercial development.
Braswell confirmed that required notice procedures had been completed: the public hearing was published in the Charlotte Observer on May 6 and May 13, 2026; signage was posted on the property May 5; and letters were mailed to adjoining property owners May 5. She noted that publication in the Enquirer Journal had been planned but was not possible because that paper changed deadlines without notice, so the Charlotte Observer served as the outlet of record.
Staff emphasized that this is a conventional rezoning application. Braswell said that, unlike a conditional rezoning, approval would allow any uses permitted under the B-2 zoning district and the Town cannot require the applicant to limit uses or accept conditions as part of the approval. A table of permitted B-2 uses was provided to Council members for reference.
No members of the public signed up to speak on the rezoning request. With no public comment, Mayor Baucom closed the public hearing and announced the regular Town Council meeting would convene at 7:30 p.m. The minutes note that the hearing minutes were drafted with assistance from Clerk Minutes by HeyGov and reviewed and approved by Braswell.
