Manor council approves $890,202 sewer contract, adopts property maintenance code and hires administrative aide

Manor Borough Council on June 10 approved several routine and policy actions, including awarding a sanitary-sewer contract, adopting a local ordinance based on the 2021 International Property Maintenance Code and hiring an administrative assistant.
The council voted to award the Oak Street and McKelvey Street sanitary sewer project to KGD Contracting for $890,202.00 after a motion from Councilor Jim Vacha and a second from Vice-President Dawn Lynn; the motion carried unanimously. The contract award was listed in the meeting minutes as the primary old-business action.
On a separate motion, Councilor Ted Dornin moved to adopt the 2021 International Property Maintenance Code and to add locally agreed standards covering grass height, when window screens are required and minimum temperature standards; Vice-President Dawn Lynn seconded the amended motion and the council carried it unanimously. The motion authorized Solicitor Chelsea Dice to draft and advertise an ordinance adopting the 2021 IMPC with those local modifications.
The council also moved to hire Jill Pozzuto as an administrative assistant after interviews of four candidates; Jim Vacha made the hiring motion and Terry Nemitz seconded. The minutes record the motion and subsequent approval.
Council members authorized applying for two grants: a Category 4 grant intended to fund upgrades to police radios and a Statewide LSA grant intended to fund an additional public works garage. Jim Vacha moved to proceed with both applications and Terry Nemitz seconded. The meeting minutes include vote lines for those grant measures; the minutes contain inconsistent vote entries across adjacent segments (see audit). The council accepted the Borough Manager’s retirement effective Dec. 31, 2026 (motion by Jeff Kelly, seconded by Dawn Lynn) and agreed to advertise for a successor; the resume deadline was set for July 24, 2026 at 1 p.m.
The body approved two appointments: Resolution 2026-06 appointing Jeff Kelly to the Planning Commission (moved by Dawn Lynn, seconded by Terry Nemitz) and naming Ted Dornin as the 2nd Alternate to the Westmoreland County Tax Collection Committee (moved by Jim Vacha, seconded by Dawn Lynn). The council also approved payment of bills and several routine reports, and entered an executive session at 7:23 p.m. for litigation and personnel matters, returning to open session at 7:50 p.m.; Solicitor Chelsea Dice stated the executive session was held for "litigation and Personnel Matters." The meeting adjourned at 7:51 p.m.
Next steps: solicitor to draft the IMPC ordinance for advertisement; borough staff to post the manager job with resumes due July 24, 2026 at 1 p.m.; grant application work to proceed as authorized.
