Attorney John Kelty told the committee the R‑3 designation could allow “36 units mathematically” and noted the parcels abut commercial and higher‑yield zoning. He also said the petitioner was open to contract zoning to increase affordable units if the change moved forward.
Committee members opposed the scale and location. One member said, “36 is way too much,” and several others described the T‑shaped lot and proximity to single‑family backyards as poor fits for a higher‑density district. Members also raised traffic and safety concerns around the Lake Street/Route 1 interchange and questioned the water‑service capacity in West Peabody for major development.
Given those objections, a motion to issue an unfavorable recommendation on the R‑1 to R‑3 rezoning carried; the committee recorded its roll call and treated the affirmative votes as an unfavorable recommendation. The decision is a committee recommendation and will be reflected in the record forwarded to the planning board and council as appropriate.
What happens next: the unfavorable recommendation will be part of the record that the planning board and full council will review if the petitioner pursues additional hearings or appeals. The committee asked the petitioner and staff to provide clearer plans and documentation if the proposal is resubmitted.
