Jefferson board approves routine financial items, procurement policy and local generator service; transfer-station hauling vendor to be rebid

At its Nov. 4 meeting the Jefferson Select Board approved routine administrative items and directed staff to solicit bids after a transfer-station vendor announced it will stop service.
Selectman Kevin Meehan moved to approve the Oct. 21 meeting minutes, payroll for Oct. 28 and Nov. 4, and accounts payable for Oct. 28 and Nov. 4; Selectman Norman Brown seconded each motion and each passed unanimously. Meehan also moved to approve the town Procurement Policy as written so it can be submitted to FEMA; Norman Brown seconded and the motion passed.
Amanda Simino, the town's administrative assistant, presented a service proposal from ETS to maintain the generators at the Jefferson Community Center and the Fire Department. Selectman Norman Brown said the quoted price of $1,616.24 for both units appeared reasonable and noted the benefit of a local contractor; he moved to approve the ETS proposal, Kevin Meehan seconded, and the motion passed unanimously.
Regarding solid-waste hauling, Amanda presented a letter from Beattie Enterprises saying the company will stop hauling the town's Transfer Station containers to the district after Dec. 31, 2024, because of an employee retirement. Amanda said Normandeau's Trucking is the only contractor that has submitted bids so far; the board asked her to request a quote from Normandeau's and to contact Waste Management for an estimate.
The board reviewed a number of other operational and budget items: prices for metal tubs for raised beds at the Jefferson Community Center (decision deferred to the budget workshop); a Royal Electric fire-alarm proposal for the Highway Garage (the board asked staff to request a competing quote from DS Security); fencing proposals for the solar array and Forest Vale cemeteries (deferred to budget workshop); and a harassment/bullying report for the employee manual (the board approved using the report). The board also reviewed the 2024 Coös County tax bill of $669,984 and Primex insurance renewal figures ($30,662 property & liability; $6,478 workers' compensation) and asked staff to obtain updated assessment detail from Primex.
Selectman Kevin Meehan moved and Selectman Norman Brown seconded motions to approve building permits for Clayton Lizak (4'x4' pole barn at 397 Ingerson Rd.) and James Seppala (10'x16' shed at 255 Israel's River Rd.); both motions passed unanimously. The board adjourned at 8:02 p.m.; the next Select Board budget workshop is scheduled for Nov. 11, 2024, at 7 p.m.
