Resident told to seek building permit after board raises septic concerns about camper

Trish Lovely, a Jefferson resident, told the Select Board on Nov. 4 that she received a complaint about a camper with a roof on her property at 1369 Presidential Hwy and asked whether she needed a building permit. The board asked whether the camper would remain on the property for more than 120 days; Lovely said, “I would be using it seasonally, but yes.” The Select Board told her she must submit a building permit.
Administrative Assistant Amanda Simino asked how grey and black water would be handled; Lovely said she does not use the property's septic system and said she would install a porta-potty if the board required it. Lovely said a contractor, Whites, will visit the property on Nov. 8 to scope the existing tank. The Select Board suggested the tank might need to be capped to avoid issues with the New Hampshire Department of Environmental Services.
The board did not take a formal vote on enforcement at the meeting but gave direction: Lovely must submit a building permit and follow any septic or waste-handling guidance that results from Whites’ inspection and any subsequent DES requirements. The board made no exception for seasonal use after noting the camper would stay on the property for more than 120 days.
Next steps: Whites will scope the tank on Nov. 8; Lovely is to submit a building permit for the camper and coordinate with the Select Board on any required septic work or temporary sanitation measures.
