Jefferson board asks Lancaster EMS for billing figures as ambulance contract costs rise

Jefferson Select Board Chair Terri Larcomb and members heard a presentation Oct. 7 from Liz and Chris Milligan outlining a four‑year budget for ambulance coverage and a seven‑page Ambulance Equipment Inspection Form required by the New Hampshire Division of Fire Standards and Training & Emergency Medical Services.
Liz Milligan told the board that "in 2023 Lancaster Ambulance went on 104 calls in Jefferson" and said she would work with Lancaster Ambulance’s business office to determine how much revenue Lancaster recovered from those Jefferson transports by billing insurance companies and patients. The board asked for those billing figures to better evaluate the town’s contract costs.
The packet included a JEMS/LEMS budget table showing Lancaster EMS contracted totals and proposed per‑person rates: the materials list a contracted $49,815 for 2024 (per‑person $45), a proposed $67,795 for 2025 (per‑person $65), $78,225 for 2026 (proposed $85 per person) and a placeholder for 2027. The attachments also list Coös County hourly pay ranges by license level and examples of staffing models and yearly cost estimates.
Board members emphasized they need the revenue-recovery figure from Lancaster to compare local cost per call with the proposed per‑person contract increases. The Select Board did not take a formal vote on the contract at the meeting and asked the Milligans to return with Lancaster’s billing data.
The meeting packet included the NH DOS ambulance equipment checklist showing required airway, monitoring, body‑substance isolation, splinting, medicines and supply items by licensure level (BLS/AEMT/Paramedic) and contact information for vehicle inspection questions. The board noted the checklist for its review of service capability and budget planning.
Next steps: the Milligans will obtain Lancaster Ambulance’s Jefferson‑specific billing and collections figures and report them to the Select Board at a future meeting so the board can evaluate contract renewal and budget impacts.
