Jefferson Select Board approves emergency-plan update, building permits and raises fire chief pay

The Town of Jefferson Select Board on Aug. 27, 2024 approved a series of routine administrative motions, selected a consultant to update emergency plans, and authorized a pay increase for the town’s fire chief.
The board unanimously approved the minutes of Aug. 12, 2024, payroll for Aug. 19 and 26 and accounts payable for those dates after motions by Selectman Kevin Meehan and seconds by Selectman Norman Brown.
Amanda Simino presented an email about a Kussmaul charger showing a corrected price. The original quote of $825 was updated to $1,017; the board approved paying the revised amount, saying the charger is a needed item.
Amanda also presented Tax Collector/Town Clerk Jen Kenison’s certification materials and a timecard showing 35 hours of training. The board agreed to compensate 17.5 hours at the deputy town clerk hourly rate for the completed training.
The board reviewed several procurement and maintenance items. Highway Foreman Mike Kenison offered two like-new culverts at a reduced price but the board preferred to purchase brand-new culverts; a larger Valley Road culvert replacement will be budgeted for next year. The board asked Amanda to solicit additional quotes for the transfer station roof after finding the Fregeau quote too high.
On emergency planning, Amanda outlined three update options for the Emergency Operations Plan (EOP) and Hazard Mitigation Plan (HMP). The board chose Option 3—hire MAPS to update the plans without using a grant. The HMP is currently expired (since March 2024) and Amanda will notify June Garneau and follow up with the state about the HMP status. The non-reimbursable contractor fee for the option chosen was quoted at $2,400.
The board reviewed and signed three building permits: a new two-story, three-bedroom home with attached garage for Eric and Martha Hanson at Map 15 Lot 1C; a 22-by-42-foot two-story barn with two second-floor bedrooms for Douglas Chirichiello at Map 6 Lot 17; and a 23-panel rooftop solar installation for Kyle Cramsey at 36 Couture Road. Each permit was approved by motion and passed unanimously.
The board entered a non-public session under RSA 91-A:3, II(a) at 8:52 p.m. and returned to public session at 9:25 p.m.; later the board voted to seal the non-public minutes, citing the reason that disclosure would "affect adversely the reputation of any person other than a member of this board."
Select Board Chair Terri Larcomb moved and Selectman Kevin Meehan seconded a pay increase for Chief Chris Milligan, raising his Fire Department/EMS wage to $30.00 per hour effective the next payroll; the motion passed unanimously. The meeting adjourned at 9:29 p.m.; the next meeting is scheduled for Monday, Sept. 9, 2024 at 7:00 p.m.
