KING AND QUEEN COURT HOUSE, Va. — The King and Queen County Economic Development Authority on Oct. 17 debated whether to move forward with a second, more detailed phase of a Timmons site study estimated to cost $50,000 but ultimately agreed to postpone a formal decision until its November meeting.
Kelly Evko told members the first phase of the Timmons study is complete and that Phase 2 would “drill down” to analyze specific properties to reach a higher level of readiness for development, with an additional cost of $50,000. Board members questioned how much additional spending would be needed to make properties development‑ready, where the money would come from, and how solar projects on some parcels might affect suitability.
Given those outstanding questions and the need for members to review materials, the authority reached a consensus to table any vote on proceeding with Phase 2 until the Nov. 7 meeting. Members also noted the topic may be discussed during the upcoming board retreat to help set priorities for further investment.
The discussion included concerns about funding sources and the broader tradeoffs between studying more properties versus targeting a smaller set for development. The record notes that Jesse Holmes arrived during the discussion. No motion or vote was recorded on the study at the Oct. 17 meeting.
The EDA’s next meeting is scheduled for Nov. 7, 2024, when members said they expect to revisit the Timmons report and consider a recommendation or formal motion.
