After completing the closed-session review, Swilley moved that the board certify on the record that the only matters discussed in closed session were the qualifications of provisional voters, "as directed by Section 24.2-653 of the Code of Virginia and as identified in the motion to close the meeting pursuant to the Virginia Freedom of Information Act." The motion was seconded by Culbreth. By roll call, Swilley, Culbreth and Martha E. Hart each certified that the closed session addressed only those matters specified in the motion to close.
Swilley announced that provisional ballots from the Nov. 5 general election had been reviewed and "deemed qualified, or not qualified by vote of the EB of K&Q County." The transcript does not list individual provisional-ballot determinations or tallies for those votes.
