Electoral Board reviews Nov. 5 returns, schedules Nov. 12 canvass for provisional and post‑election ballots

The Electoral Board of King and Queen County met on Tuesday, Nov. 6, 2024, in the King and Queen County Circuit Court Room to review results reported on general election night and to consider provisional ballots. Stuart Swilley, chair of the Electoral Board, presided; Diane C. Klausen was present as the county’s general registrar.

During the session, Swilley moved to convene a separate Provisional Ballot meeting on Tuesday, Nov. 12, 2024, at 1:00 p.m.; the motion was seconded by Linda Culbreth, vice chair of the board. The transcript notes the motion and second but does not record a vote tally in the minutes.

Board members reviewed the canvass of returns from the Nov. 5, 2024 general election. According to the meeting record, “all precinct results were called in and recorded correctly.” The board also made a motion, moved by Swilley and seconded by Culbreth, to reconvene the canvass on Nov. 12, 2024 at 1:00 p.m. for the specific purpose of canvassing post‑election ballots; the minutes do not include a roll‑call or vote count for that motion.

Martha Edwards Hart, the board secretary, recorded the meeting and signed the minutes. In attendance were Swilley; Culbreth; Hart; Diane C. Klausen, general registrar; William “Bill” Rílee, chair of the King & Queen County Republican Party; and Deputy Registrar Kristy Creech.

There being no further business, the canvass of the Nov. 5, 2024 general election adjourned at 12:30 p.m. The board is scheduled to reconvene on Nov. 12 to complete canvassing of provisional and post‑election ballots.
