King and Queen Electoral Board finalizes training and satellite-voting schedule ahead of Nov. 5 election

The King and Queen Electoral Board met Monday, Oct. 7, 2024, at the office of the general registrar in King and Queen Court House to finalize logistics for the Nov. 5, 2024 General Election. Chair Stuart Swilley called the meeting to order at 9:12 a.m., and the board recorded attendance by Linda Culbreth (vice chair), Martha Edwards Hart (secretary), Diane C. Klausen (general registrar) and DR Kristy Creech.
The board read and unanimously approved the minutes of its previous meeting after a minimal correction, according to the minutes submitted by Secretary Martha Edwards Hart. The board then reviewed the election preparation calendar and key operational dates provided by General Registrar Diane C. Klausen.
Klausen outlined officer-of-election training: in-person training for all precincts is scheduled for Tuesday, Oct. 22, 2024, and training for the satellite precinct is set for Thursday, Oct. 24, 2024. The board confirmed the satellite voting window will run Saturday, Oct. 26, 2024 through Saturday, Nov. 2, 2024, and reviewed satellite-site procedures including training details, security expectations and payment of OES.
The canvass of the Nov. 5 election was set for 10:00 a.m. on Wednesday, Nov. 6, 2024, with a second canvass session at 1:00 p.m. on Tuesday, Nov. 12, 2024 (noting Nov. 11 is a federal Veterans Day holiday). Klausen also recorded the Risk Limiting Audit schedule: the U.S. Senate RLA on Wednesday, Nov. 20, 2024; and RLAs for selected U.S. congressional district races on Thursday, Nov. 21 and Friday, Nov. 22, 2024.
Under new business the board discussed procedures and letters of authorization for neutral election observers; the transcript records the discussion but does not show a formal authorization or vote. Klausen reported that Enhanced Voting Election Night Results (ENR) testing materials had been sent and that the U.S. Postal Service ballot mailings are being closely monitored.
The board set its next meeting for 11:00 a.m. Tuesday, Nov. 12, 2024 (to convene prior to the canvass) and adjourned at 10:15 a.m. The minutes were signed and respectfully submitted by Secretary Martha Edwards Hart.
