Fairfax County will no longer haul Lake Barcroft storm debris without contract; LBWID exploring options

Lake Barcroft Water Improvement District staff told trustees that Fairfax County Public Works has informed the district it will no longer haul away storm debris that LBWID collects unless there is a formal contract between the entities that specifies an absolute 50–50 cost share and that such a contract must be approved by the Fairfax County Board of Supervisors.
The Operations Director said staff met with Fairfax County Public Works Director Chris Herrington and Deputy Director Ellie Codding on March 21 to discuss the change. The county’s position, as described at the meeting, is that it will not continue hauling debris from facilities it does not own unless a contractual agreement is in place and approved by the Board of Supervisors.
Staff said this is "not good news" for the district and that LBWID is exploring options for managing the storm debris stockpiles it collects at Beach 5 and the Potterton debris trap, both of which receive upstream runoff from Fairfax County. The district did not present a concrete alternative or funding source at the meeting.
Trustees were advised that any cost‑sharing arrangement would require county approval processes, and staff will follow up with potential contractual or programmatic solutions and report back to the board.
