LBWID working through insurance and agreement wording for LBA transfer of Parcel 165

The district did not provide an implementation timetable at the planning meeting. Staff indicated the transfer discussions are ongoing and that insurance coverage and precise contractual wording must be resolved before physical access or property transfers proceed.
