Lake Barcroft Water Improvement District trustees reviewed multiple grant and budget updates and authorized execution of a state funding agreement.
Staff reported LBWID is awaiting a total reimbursement of $96,974.73 for Quarter #1 and Quarter #2 of a DCR Dam Safety Grant (total award $315,000). Separately, a FEMA HHPD grant application (approximate award $205,000) passed FEMA’s technical feasibility review but remains on hold until all participants’ proposals are approved and funds are disbursed.
The district’s July–April FY-2025 income and expense statement is tracking at about 80% with two fiscal months remaining and no unexpected overages, staff said. Trustees discussed adding budget account 403-05 to track grant income separately to improve bookkeeping and transparency.
On the Virginia biennium budget amendment (approximately $500,000), trustees reviewed the DCR agreement and authorized Trustee Davis Grant to sign the Memorandum of Agreement on behalf of LBWID to accept the appropriation.
Next steps include staff submission of Quarterly Report #3 at the end of July for DCR grant reimbursement and processing the state Memorandum of Agreement per trustee authorization.
